Cash Assistance App User Agreement
Please read the Privacy Policy and General Terms and Conditions governing the Cash Assistance mobile application (“the Cash Assistance App”, “the Application” or the “App”). By clicking “I agree” below, you are entering into a legally binding agreement with UNHCR.
Privacy Policy
1. Personal data
When you register with the Application you accept to provide some personal information. This personal data is listed below. You may also add a photograph to your profile if you wish.

You certify that all information you provide through the Cash Assistance App, is true, accurate, and up-to-date. You agree to maintain the security of your account, including by using a secure password and not sharing your password.
2. Purpose for Collecting and Processing Your Data
UNHCR may use your personal data only for the purposes of:
- Creating a communication channel between you and a refugee in Jordan
You allow UNHCR to share your personal data as listed above on the UNHCR Cash Assistance App to maximise the benefit to you and to the refugee with whom you are matched. The messages you send and receive are mediated and checked by UNHCR staff for the express purpose of delivering a secure service.
- After the trial UNHCR may also use your data to assess the performance of the application.
To this end, your activity will be anonymised (used in a manner that no one will be able to connect it to your identity) and aggregated with other users’ data for analysis of the App’s performance. By using the app you permit us to monitor your messages as part of a vetting process to ensure that you and the refugee family are protected from sharing sensitive information such as phone numbers, social media account addresses and physical location details.
Your information will not be sold or used by UNHCR for marketing purposes, it will be used only to enhance your use of the application.
3. Security of Your Data
UNHCR commits to make its best efforts to maintain the security and confidentiality of your personal information, including through encryption in compliance with ISO 27001 standards. As an international organization, UNHCR enjoys privileges and immunities that help protect your data from being accessed by governments and other third parties.
4. Confidentiality of Your Data
Any personal data collected, received, used, transferred and stored by UNHCR is protected by strict conditions of confidentiality and security as detailed in the UNHCR Data Protection Policy. UNHCR shall not disclose your information to any third party without your prior consent. Access to your personal data will be limited only to UNHCR staff members or contractors on a specific team dedicated to managing the application and to staff of our service provider, CommonTime involved in the development, and in assessing the performance of the application. These staff members are strictly bound by confidentiality obligations.
Our suppliers will process your data in accordance with applicable data protection legal framework including EU data protection standards.
5. Your Data shared with Third Parties
The UNHCR Cash Assistance App is a beta product launched in a time-limited test environment. As part of your agreement to take part in this trial you agree to permit a third party, engaged by UNHCR for this pilot, to make contact with you for the purposes of market research.
For storage purposes your personal data is transferred to CommonTime supplier for cloud-based services Amazon Web Services.
6. Right to Change and Delete Your Data
You have the right to update all of the personal data that you have entered yourself as a user of the App always remembering that the information you provide must be true, accurate and up-to-date with the exception of messages which once approved by the moderator and sent, cannot be changed. Data that is entered as a user of the app is listed under Section 1.
- You may change your personal data in the My Profile section of the app at any time.
- If you choose to delete your account, UNHCR’s files related to this application will remain stored in UNHCR’s servers until the end of the trial.
- If your profile is inactive for ten days during the trial, UNHCR will assume that you are no longer interested in the App services and will deactivate your account.
7. Requesting Your Data
At any time, you may request a copy of all your personal data that has been gathered through UNHCR Cash Assistance App regarding your account, which will then be sent to you via email. Please direct all requests to [email protected].
8. Notification of Changes
UNHCR reserves the right to change this Privacy Policy at any time. Whenever changes are made, you will be notified and will need to agree in order to continue using the application.
General Terms and Conditions
Use of UNHCR’s Cash Assistance App trial, and all content and functionality therein constitutes acceptance of the following terms and conditions.
1. Use of UNHCR Cash Assistance App
UNHCR reserves the right to return messages which do not meet our Community Standards. By using the app the users accept to be bound by these standards.
You agree to the following obligations:
- As a user of the app you must never compromise the safety of refugees with whom you have been matched. All correspondence to the refugees during the app trial can only be made via the application.
- Use first names only and do not disclose your exact whereabouts, locations or school names.
- You must respect the privacy of the refugees you are in communication with and ensure that you share nothing that could lead to the identification of their whereabouts, in particular by the country of origin.
- Do not share any content received from refugees. Refugees only consent to their photo being seen by the donor family with whom they have been expressly matched
- Respect the privacy of the refugees you are in communication with and ensure that you share nothing that could lead to their identification.
- Do not share content from this application on Facebook, Twitter or any other social media or website
- Not to include any contact details when writing messages. Direct communication outside controlled UNHCR channels is prohibited
- Not to misrepresent your relationship to another user
- Not to use the application to act in an unlawful, obscene, discriminatory or abusive manner or promote such actions
- Not to sell, rent, trade or monetize any feature of the application or any information accessed through it
- Not to collect use, copy, or transfer any information obtained from the application without UNHCR’s consent
- Not to use the application to violate the intellectual property rights of other persons or entities
- Not to use bots, scripts or any other automated method to access and collect information on the application
- Not to override any security feature of the application
2. Denying Access
UNHCR reserves the right, at its own discretion and without notice, to (a) reject any messages which contravene our Community Standards, (b) cancel a UNHCR supporter’s involvement in the app trial and (c) deny access to the application if these terms and conditions are breached or for any other reason where UNHCR feels the user’s involvement in the pilot is detrimental to the safety or welfare of any refugee, donor or staff involved in the app pilot.
3. Disclaimer
The Content in the application is provided on an “as is” basis, without warranty of any kind. UNHCR specifically does not make any warranties as to the appropriateness, quality, timeliness, accuracy or completeness of the information and services offered through this application. While UNHCR cannot guarantee that there are errors in the information provided, it does endeavour to correct errors that are drawn to its attention.
The United Nations and UNHCR disclaim any liability or responsibility arising from the use of the UNHCR Cash Assistance App or the Content of the UNHCR app. The United Nations, UNHCR, members of their staff, and their contractors, shall not be liable for any financial or other consequences whatsoever arising from the use of the Content of the UNHCR Cash Assistance App, including the inappropriate, improper, or fraudulent use of such Content.
The use of particular designations of countries or territories does not imply any judgment by UNHCR as to the legal status of such countries or territories, of their authorities and institutions or of the delimitation of their boundaries.
The mention of names of specific companies or commercial products or processes (whether or not indicated as registered) does not imply any intention to infringe proprietary rights, nor should it be construed as an endorsement or recommendation on the part of UNHCR.
4. Content from third parties
UNHCR does not represent or endorse the accuracy or reliability of any advice, opinion, statement or other information provided by any content providers, third parties in the application, any user of the app or any other person or entity. Reliance upon any such opinion, advice, statement, or other information shall be at your own risk.
While UNHCR has a strong interest in the integrity of its online service providers, it does not provide any warranties and specifically disclaims any liability of any nature for any loss or damage caused in connection with using any of the services.
5. Security Measures
UNHCR Cash Assistance App has technologies and security measures in place to protect the information under its control from loss, alteration, misuse, unauthorized access or disclosure. UNHCR makes every effort to ensure the secure collection and transmission of sensitive user information, using industry accepted data collection and encryption methodologies.
Although UNHCR applies reasonable means to ensure the information you provide is not used by third parties for purposes other than that for which you accepted to provide it, UNHCR, cannot guarantee that unauthorized third parties will never be able to defeat security measures or use your personal data for improper purposes. You should be aware that no transmission of information via the internet is ever totally secure. Transmission of personal data is at your own risk. UNHCR shall not be responsible for any harm that users or any other person may suffer as a result of a breach of confidentiality in respect to the use of this App or any information transmitted to this App.
While UNHCR makes every effort to ensure that any software available to be downloaded is free of any software virus, it cannot guarantee that the material is free from any or all software viruses. UNHCR is not responsible for any loss or damage howsoever caused by the software and related codes, including viruses and worms.
6. Notifications and Alerts
By accepting these Terms and Conditions you permit UNHCR to deliver relevant content to the app to enhance your experience of the UNHCR. In addition, you allow UNHCR to send you electronic communications (such as messages, notifications, news content, emails, and phone calls via UNCHR or otherwise) or through its service provider CommonTime, including: (a) notices about your account, password changes and (b) other transactional information and communications from market researchers.
7. Intellectual Property
All Content of the UNHCR Cash Assistance App is protected by law including, as applicable, copyright laws. All intellectual property rights relating to UNHCR-owned materials provided through the application shall remain vested in UNHCR, unless otherwise stated. The UNHCR Cash Assistance App is made available by UNHCR for personal use and as a mediated peer-to-peer communication tool. Extracts of the materials and other information provided in this app may be viewed, downloaded, and printed for personal, non-commercial use only, without any right to sell, resell, or create derivative works therefrom.
Any use other than for personal purposes, including reproduction or translation of substantial portions of the content of UNHCR Cash Assistance App requires the express prior written permission of UNHCR.
In addition, UNHCR reserves the right to seek all remedies available by law for any violation of these terms and conditions, including any violation of UNHCR’s rights in UNHCR name and emblem and its rights in connection with the information, artwork, text, video, audio, or pictures (together, the “Content”) of the UNHCR Cash Assistance App.
8. UNHCR Name and Emblem
UNHCR name and emblem are the exclusive property of UNHCR. They are protected under international law. Unauthorized use is prohibited. They may not be copied or reproduced in any way without the prior written permission of UNHCR.
9. Notification of Changes
The Content of the UNHCR Cash Assistance App is selected on the basis of UNHCR’s own criteria and in its own sole discretion at any time, without notice. UNHCR reserves the right at any time to change or discontinue any aspect or feature of the UNHCR Cash Assistance App, including but not limited to these terms and conditions, hours of availability and equipment needed for use.
10. Privileges and Immunities of UNHCR
Nothing in or relating to this notice or the UNHCR Cash Assistance App shall be deemed a waiver of any of the privileges and immunities of UNHCR in conformity with the Convention on the Privileges and Immunities of the United Nations adopted by the General Assembly of the United Nations on 13 February 1946 and with the provisions of the agreement between the Swiss Federal Council and the Secretary-General of the United Nations of 19 April 1946.
11. Termination
UNHCR reserve the exclusive right and discretion to limit, alter, suspend and terminate the Application without notice, in whole or in part, at any time without giving any reason or explanation and without incurring any liability to the user for doing so.
